Founded in 1901 by Bishop John Shanahan, St. Francis of Assisi anchors the Allison Hill neighborhood of Harrisburg as a radically multicultural parish welcoming Latino, Black, white, and immigrant families in the Diocese of Harrisburg. Bilingual English-Spanish ministry has been a cornerstone since 1968, with Sunday Masses offered in both languages, and the parish's St. Francis Soup Kitchen has served 150–200 free meals every weekday since 1981.
